• Nora NoAccess — Authenticated but has no organization membership.
• Otto OneOrg — Member of exactly one organization (Org A) — enters it automatically.
• Tara TwoOrg — Member of two organizations (Org A + Org B) — must choose.
• Ivan Inactive — Membership in Org A was revoked — resolves to no access.
• Cora CrossTenant — Active only in the unrelated tenant — no access in the pilot tenant.

External partner portal (ODRC-004)

Probation/parole officers + community partners — the portal shows ONLY explicitly granted persons:

• Pat Probation (PO) — Probation/parole officer — sees ONLY persons explicitly granted to them.
• Casey Community (CBO) — Community partner — sees ONLY referred persons explicitly granted to them.
• Quinn NoGrant — Authenticated partner with NO active grants — sees nothing (negative case).

The person's own view of their record — needs, plan, documents, appointments and messages. Opens the participant app signed in as that person:
